Attached is a copy of the proposal that BIEN members (of the NCEAS WG)
had submitted to iPlant, with a big vision of what they could help us
do.  This proposal was ultimately rejected, but shortly thereafter
iPlant approached us about working together and the current
partnership is the latest manifestation of our interactions.

In any case, however, this document lays out a lot of the bigger
vision that the BIEN group has about where and how we want this effort
to develop...
